Federal brokers who went to Robb Elementary College in Uvalde, Texas, on Tuesday to confront a gunman who killed 19 children had been instructed by local police to attend and never enter the varsity — after which determined after about half an hour to disregard that initial steerage and find the shooter, say two senior federal law enforcement officials.
